As far as I’m aware; special effect triggers from dice aren’t optional though there are some ways round it (given players also have the choice of which to use if they roll mutliple as they only get one trigger per action).

As JimmyW said, special effect triggers are not optional and if a special effect is rolled you have to take one. In your example, the poison rolled by the Dark Brotherhood wouldn’t do anything due to the Draugr’s resistance but any other damage results would be dealt.
