Will this bonus - yellow dice apply even if i attack using dual wield and with my second weapon ? ( So both my attacks get this yellow dice against Draugrs, or only first attack with main weapon ? )

You would get the additional dice via ‘Banish the Wicked’ on your second melee attack and any attack, as the rule states that it applies to all attacks performed against Daedra, Undead, Vampires and Werewolfs.
