Who is Chem Maker in new point cost list?

I use an excel sheet as an army builder for fallout. really helps with speed of building an army. I was updateing it from the 3.0 unit cost list and notice the unit “Chem Maker” for 41 points. What faction does this belong to? I looked in battle mode and card list pdf but I do not see a reference for this. Sounds like raiders but did not see it.
