Heya, we are planing to play a longer campaign including the settlement mode. The question is what factions are allowed to build settlements. I would like to play with super mutants. Are there any restrictions to which faction can build a settlement?
Absolutely no restrictions. Mutants need somewhere to live too.
You can mix and match to your heart’s desire in all modes outside of BattleMode also (within any given restrictions on faction cards)
