What’s the point of doing the set-up fully before your opponent as a reward (tokens apart)? It seems it should be quite the opposite, like Mama Murphy does with her Foresight points.
By the way, what is exactly “set-up” fully after/before your opponent? Does it mean you put the cards on the table (if you don’t use the app) later/before, or it applies to deployment and advantage too?

You would get to select the deployment zone/edge before your opponent in scenarios where all players get to pick deployment zones/edges. That would be the Advantage. ‘Set-Up’ would just involve deploying the models (placing them on the board), since that is what the Repconn card is talking about.
