My Survivors: Vault Personnel has duplicate models

I just opened a brand new Survivors: Vault Personnel I got from Boarding School Games. The front of the box shows 4 distinct models, but the box seems to have come with 2 copies each of 2 models (FO C28 and FO C29)

Who/how should I contact about this?
