So… is there a faster way to create a new topic than scrolling alllll the way back to the beginning of 2018?

In my browser (Safari), there is a “+ New Topic” button in the top right, below the “Starfleet needs a new crew” text (but on the right hand side). Maybe it’s different on your device.
