Does Candlelight (the spell) light a circle of radius 3" around the caster, or a target point within 3"? It is unclear as worded on the card, but I don’t know how one would delineate lighting a target point.

It is a Personal Targeting Type Spell, which targets the caster. So it would be the caster and an aura of three inches radiating out from the caster.
