P.109 For example, if a frigate attacks a fighter, the difficulty of the attack is increased from 2 to 4 (due to scale differences).
So is the base difficulty 1 or 2?

As I read it, the base difficulty for attacking is 1. So a frigate (scale 3) attacking an interceptor (scale 1) would raise the difficulty from 1 to 3.
