I did this fan made set of two character cards awhile ago to see if I could make cards using MW (yeah, I didn’t even use Photoshop for this test batch!). It took ages to get the template done, and even longer editing the cards. whilst I could have done more cards on one page, MW just goes crazy with lag.
I read a post that @GateKeeper did a topic relating to card templates. The PDF attached will somewhat give you an answer if it can be done from scratch without Photoshop. It wasn’t easy, but it was rewarding to have a Pipboy template design. 
In the PDF are two cards featuring a Minutemen Sergeant and Burnt Guy from the classic F:NV Wilburgur Youtube series.
