Sorry if this question will seem dumb - but are there any official guides or rules for creating NCR-aligned player characters?
Or at this moment home-made rules for that could only be used?

Unfortunately, at this time I do not believe there are any rules or guides for creating characters with an NCR background/affiliation. If Iām wrong, Iām happy to be corrected.
There is a homebrew character creator app that has more character types/factions than the base rule book that you may find helpful. Here is the url for it.
