Extremely specific ALEPH question about Asuras

I was trying to make an Asura PC and they of course come with an Aditya i-Lhost, and my question is two-fold. Does the +4 bonus they get take them over 12 (I expect so, but just being sure) and the more confusing one of does an Asura actually get the small laundry list of Common Special Abilities and implanted gear? I only ask because it’s kind of A Lot.

I forgot that aura’s were available as career. Yes it would bring a stat over 12. Yes you gain all the abilities of the Ihost. Yes it is overpowered and not recommended to play one with a average group
