Can one play a race that is not one of the 8 listed in the Core Rulebook? (either a race that has appeared somewhere in the established Trekverse, or one created by the player) If yes, how are Attributes, Talents, and Traits to be determined?
Many of the species are written up in various supplements. The quadrant books, in particular, specify many of the key species and their attributes/talents/traits, including Caitians, Lurians, Aurelians, Deltans and so forth.
Continuing Missions has a number of species that haven’t been found elsewhere.
And you can just make up custom species. The key rule is that you get three attribute points to work with.
