How do you add tags to a topic post or reply?

Forgive me it this a dumb question, but: how do you add tags, new or existing?

I tried a hashtag and that did not work. I looked in the forum FAQ and did not see an answer. And I do not see any other help section for using the forum (unless I missed it).
