It would be entirely reasonable as a SS conflict action. In effect you are using an Overcome action to deny your target the ability to use communications equipment.

I would have considered this to be a create advantage action, putting the aspect “jammed” or “unable to communicate” or some such on the target.

Same answer; it could be A create an advantage Technical skill check if you can jam the device; or Piracy [Infiltration] if used from the Mindscape to jam the device.
