I have scoured my books to no avail which means either I keep missing what I am looking for or I imagined it. Using the alternative reputation system for Starfleet it is possible for them to receive awards/medals. I know there are some in the Command Book and the Klingon Book has some for Klingons. But I swear I remember getting a book and there being more and more varied awards. I think it was on a light background. For some reason I keep thinking it is the Player’s Guide or GM’s Guide but I have looked through them so many times hunting for this. Any help where this might have been?
As far as I know, awards are in the Command Division book and the Klingon Core Rulebook. I’m afraid I’m not aware of any other book (besides the 2e CRB, of course) that features additional awards. Unfortunately, a quick pdfgrep through my collection didn’t turn up anything, too.
Just in case: Back in the days I did some comparison/conversion on the Klingon and Starfleet awards. So, if needed, you might get some ideas on how to use the Klingon awards for your Starfleet Campaign (or vice versa).
Thank you for the search. The memory is so strong, I hate that it might be false. I will probably keep searching for my white whale for a while on the off hope it was somewhere obscure despite feeling like it was a proper book.
Interestingly enough, it did ring a bell for me. At first, I thought there were awards in the Tricorder Digest (which uses the new character development system introduced with the Klingon core rules and does have a white background). But there aren’t. Second thought was Utopia Planitia, followed by Lower Decks. But either there’s nothing or I didn’t find it.

The one-page Starfleet version of the Klingon rules that was released with it is on a white background, and mentions the command book. It’s possible that you’ve conflated the two, but I will also keep searching.
Awards are mentioned in the science book, but only as a descriptior for members of the federation science council, not as a comprehensive list for player use.
Note also that many books have printer friendly versions, so don’t limit the search to only the books that came with white pages as default. But the only light-paged book I’ve found with awards so far (other than command and Klingon core) is the 2nd edition book.

Awards are in the Command Sourcebook, Klingon core book, and the 2e core book.
Maybe check Continuing Mission – someone may have created more awards there for STA. Older Trek RPGs had some awards listed as well, particularly FASA.
