2e starship damage flowchart questions

I’m not sure how to read step 2 of the starship damage flowchart and would appreciate it if someone would clarify it for me.

Do i take the damage (after Resistance) as a total, subtract it from Shields or (if Shields are at 0) inflict a breach, then check for those 3 questions and apply all that are true?
Or do i go through that flow for each single point of damage (after Resistance)?

A ship at 0 Shields taking 4 damage (after Resistance) would suffer 1 breach according to the first interpretation or 4 breaches according to the second.
Having low Shields would be a deathtrap with the first interpretation as a ship with 6/12 Shields taking 6 damage would suffer 2 breaches and get shaken, while a ship at 0 Shield taking 6 damage would only suffer 1 breach.

Also, with both interpretations having 1 Shield is totally useless.

Read it from the top down. Apply the process to the total damage inflicted, not per point.
Yes, having low shields in a round of combat would suck; best get your engineer or someone regenerating them shields.

So the way to inflict multiple breaches on a target with 0 Shield would be to go for a Devastating attack momentum spend (preferably with Spread)?

Consider weapons with the High Yield quality.
