Been working on a set of supers rules for 2d20 for quite some time, and I just recently posted the first draft of a chapter (Chapter 3: Action!, as it happens). This covers a lot of fundamentals like turn structure, taking actions, and so on, and also has a lot of oblique references to how powers work.
The main discussion is taking place on the supers channel of the Fluff N Crunch discord: Fluff n Crunch/That 70s Game. Or, if you have a Google account, feel free to request commentor permissions on the draft to leave comments inline.
A 2d20 supers game is a good idea.
But starting with the action chapter is a bit confusing.
Having at least some pre-made characters to see how a character looks like from the stats viewpoint would make the action chapter easier to understand.
Absolutely fair! Figuring out what to polish first was a legit challenge… definitely some chicken-and-egg conundrums happening there. I think ultimately I decided to go with “Action!” because it’s the most rules-heavy, and with that and some pregenerated characters, you could actually play the game in rudimentary form, which has been my goal for a while now.
That said, characters would be good! I think that’s an achievable goal. The next full chapter draft should be the Powers chapter, but to your point, I think it would behoove me to bring the character sheet up to match the current rules draft and make a character or two for people to reference.
Yes, a few simple pregens would help - no need to finish the whole character creation chapter or so, only something to get a glimpse of what makes a character in this kind of 2d20 rpg.
