The Legion's Dayal 3: licensing

Salaam, fellow travellers!

I have a question about the Dayal 3:
The only way to (legally) have it, without the Licensed Talent, is to be a legionnaire?
Or, the PC has to be legionnaire and have the Licensed Talent also?

I just had a look at the description in the core book, and my guess is that you have to be in the legion to legally use this weapon. I would also require the Licensed Talent - but in this case it would not be a civilian licence to carry the weapon but a licence issued by the Legion itself, only to be used while on active duty, etc.

That would not prevent people from obtaining one illegally, of course…

I concurr wholeheartedly witcha, however, the exlegionnaire pregen character doesnt have the Licensed Talent. Thats what gave me pause.

You can always just add the talent to the character template if it bothers you…

Is this pre-generated character Rouya from Dark Flowers and the Dying Ship? I found a fair number of unanswered questions in those scenarios*. Maybe Rouya is supposed to have the talent but it was omitted. Or maybe it plays better if she’s stolen her Legion carbine and can’t carry it around everywhere - she is EX-Legion, after all!

(*This wasn’t a bad thing as it gave me freedom to modify them and I like what I’ve done with them as a result.)

Rouya’s carabine is a plain vulcan carabin: stats are the same of the standard found in the core book
