As the “ruthless” and " orders" Gunner faction ruels have the Gunner icon, they work like the other Gunner ruels. Does that mean in order to use “orders” special ruel you need a higher ranked Gunner in Presence of the Gunner wanting to use this ruel to unready a lower ranked Gunner? So only Rank 2/ Rank 1 can use this ruel to activate and Rank 1 / Rank 0 Gunner, as long they are on Presence of a higher Gunner.
