Do you mean The Tzenkethi with Threatening on all of their units? I was thinking the same thing at first, but after double checking the rulebook, Threatening actually gives Threat that only they could use. So you get your Threat back in a way, but it has a dedicated purpose, so you wouldn’t be able to keep bringing in endless hoards of them at least.
