On his card it states that his speciality is that the ‘Laser Musket gets Long Barrel mod fitted free’. Does he also gain the +2 to his skill roles when using this weapon as per the speciality rules on page 10 of the rulebook?

Yes, he would. The Laser Musket still counts for the Speciality, regardless of any Mods fitted onto it.
